I am fairly certain that the lyric is `Race rats`, not `Raise rats`, as in a reference to `The rat race` which is an idiom used to describe a frustrating, hard-to-break financial lifestyle. `Raise rats` doesn`t make sense in the context of the song, whereas `Race rats` perfectly fits the theme.
